The Marine Corps replaced MARADMIN 468/26 with this message, updating mandatory training requirements for all Funds Control Personnel (FCP). If you have a Delegation of Authority (DOA) letter, sit in a comptroller or budget role, or manage funds at any level, you are required to complete specific training on a set schedule. Non-compliance means your authority to approve obligating documents gets suspended until you're current.
Heads up: If your DOA gets suspended for non-compliance, you cannot approve travel, training, supplies, or purchase card transactions until you complete the required training.
Who it affects
This hits anyone designated as FCP or Non-Comptroller Personnel with delegated funds authority. That breaks down as:
FCP (formal, reported to DON):
- Deputy Commandants, Commanding Generals, Commanders, and Commanding Officers
- Comptrollers, Deputy Comptrollers, and Budget Officers
- Assistant Chiefs of Staff G-8
Non-Comptroller Personnel (delegated authority, not reported to DON):
- Fund Holders (typically Supply Officers at commands without a Comptroller)
- Fund Managers (section-level reps with limited budget authority)
All FCP must have a written DOA. Fund Holders require a formal DOA from the CO. Fund Managers require a standard appointment letter from the CO or Comptroller.
The previous tier system is gone. You are now either FCP or Non-Comptroller Personnel.
What you need to do
The required training depends on your role:
Commanding Officers (Deputy Commandants, CGs, Commanders, COs):
- Complete the Funds Control for Commanding Officers course within two weeks of assuming command. (Officers who complete the Appropriations Law block at MCU Cornerstone satisfy this requirement.)
- Complete Appropriations Law refresher training at least once every three years while in command.
Comptrollers, Deputy Comptrollers, Budget Officers, G-8s, Fund Holders, and Fund Managers:
- Complete initial Appropriations Law training.
- Complete refresher Appropriations Law training at least once every three years.
Comptrollers, Deputy Comptrollers, Budget Officers, and G-8s (additional requirements): 3. Complete the DON Budget Execution Course once during your DON tenure. 4. Complete Anti-Deficiency Act (ADA) training annually.
Training is available through:
- War Acquisition University (WarU, CAC-enabled):

Your activity comptroller must retain documentation of all completed training. If you're non-compliant, your DOA is suspended until you finish the required courses.
