The Marine Corps just replaced MARADMIN 350/11 with new mandatory training requirements for anyone who controls, approves, or manages appropriated funds. The old tier system is gone. Personnel are now classified as either Funds Control Personnel (FCP) or Non-Comptroller Personnel. If you sign off on money, you need specific training completed on a defined schedule, and if you fall out of compliance, your authority to approve obligating documents gets suspended.
Heads up: Non-compliance means your Delegation of Authority gets pulled until you complete the required training, even if you're currently in the middle of completing it.
Who it affects
This hits anyone in the Marine Corps total force (active and reserve) who:
- Is a Commanding Officer, Commanding General, Deputy Commandant, or Commander
- Serves as a Comptroller, Deputy Comptroller, or Budget Officer
- Is an Assistant Chief of Staff G-8
- Has been appointed as a Fund Holder (typically Supply Officers at commands without a Comptroller) or Fund Manager (section-level budget reps)
If you hold a Delegation of Authority (DOA) letter for funds control, you are FCP and this policy applies to you.
Non-comptroller personnel with limited delegated authority (fund holders, fund managers) have training requirements too, but are not reported to DON as FCP.
What you need to do
The required training depends on your role:
Commanding Officers and Commanders
- Complete the Funds Control for Commanding Officers course within two weeks of assuming command. (Cornerstone at MCU with the Appropriations Law block counts as this.)
- Complete Appropriations Law refresher training at least once every three years while in command.
Comptrollers, Deputy Comptrollers, Budget Officers, and G-8s
- Complete initial Appropriations Law training (if not already done).
- Complete the Department of the Navy (DON) Budget Execution Course once per command tour.
- Complete Anti-Deficiency Act (ADA) training annually.
- Complete Appropriations Law refresher training at least once every three years.
