HQMC Reserve Affairs has released the FY27 billet assignments for SMCR 1stSgts. Six Marines are assigned subsequent 24-month tours. Thirty-seven newly selected 1stSgts are assigned initial 36-month tours. Report dates for nearly all are no earlier than February and no later than March 2027, with a few exceptions reporting in December 2026 or January 2027.
Do this: If your name is on this list, start your inter-unit transfer request in RTAMMS immediately. Declining the assignment means losing your selection and being transferred to the IRR.
Who it affects
SMCR 1stSgts (and Gunnery Sergeants selected to 1stSgt) named in paragraphs 7 and 8 of MARADMIN 486/26. Unit Manpower Managers and S-1s at both gaining and losing units are also directly involved. This MARADMIN applies to the RC only.
What you need to do
If you are a named Marine:
- Contact your gaining unit's admin section and leadership to coordinate an exact report date and plan turnover.
- Prepare and submit an inter-unit transfer (IUT) request in the Requirements, Transition, and Manpower Management System (RTAMMS) for Reserve Affairs approval. This message is your transfer authority.
- Do not request assignment to any billet other than the one listed without prior written approval from the Director, Reserve Affairs. No exceptions.
- Coordinate frocking with your chain of command. Frocking cannot happen earlier than 60 days before your report date. Your unit must place a copy of this MARADMIN in your OMPF until your actual promotion date.
- If you are a newly selected 1stSgt, attend First Sergeants School (course
CID M02L645, course 1-27) at Quantico. This is mandatory and will not be waived. Your S-3/G-3 coordinates orders through Marine Forces Reserve.
If you are a Unit Manpower Manager: email the RA SgtMaj and RAP-2 with the incoming Marine's name, BIC, and Reporting Unit Code. Once the IUT is approved in RTAMMS, BIC assignment is managed through that system. The incoming Marine joins the new Reporting Unit Code (RUC) first, then gets placed on the directed BIC.
On IDT travel reimbursement during turnover: Both the outgoing and incoming 1stSgt remain eligible for IDT travel reimbursement during a turnover period not to exceed 90 days. For anything beyond 90 days, contact Marine Forces Reserve G-1 Manpower at SMB_IDT_TRAVEL@USMC.MIL for a waiver.
If the outgoing 1stSgt is pending retirement: They will be reassigned to EX009 status pending release to the IRR awaiting retirement. No later than 90 days after the incoming 1stSgt reports, the outgoing Marine will be administratively dropped to the IRR unless prior coordination is made with the RA SgtMaj.
