FY27-47 Tables of Organization and Equipment Published

MARADMIN 387/26·August 25, 2026·2 min read·Official source

The Marine Corps published updated Tables of Organization and Equipment (T/O&E) and the Authorized Strength Report (ASR) covering FY27 through FY47 on 20 August 2026. The Total Force Structure Management System (TFSMS) has been updated to reflect all approved force structure changes, including results from the 2026 Force Structure Review Group (FSRG). This MARADMIN cancels MARADMIN 034/26 and stays in effect until the January 2027 T/O&E and ASR are published.

Heads up: Reserve units need to validate their force structure requirements in DRRS against the current FY27 T/O&E now.

Who it affects

This applies to the Marine Corps Total Force, meaning active and reserve components. In practice, the people who need to act are unit S-3s, S-1s, and anyone responsible for readiness reporting or T/O&E change requests (TOECRs). Most individual reservists will not interact with this directly, but reserve units should ensure their readiness reports reflect the updated structure.

What you need to do

The action items here are for staff and command billets, not individual Marines.

  1. Validate your unit's force structure requirements in the Defense Readiness Reporting System (DRRS) against the published FY27 T/O&E.
  2. If your unit needs to submit a TOECR, note that the moratorium has been lifted. Submit through TFSMS to TFSD by 30 October 2026 for consideration in the January 2027 ASR.
  3. Before submitting a TOECR, confirm your unit has a current mission statement (renewed within 3 years). Submissions without one will be returned without action.
  4. TOECRs submitted for the January 2027 ASR must be planned for execution no earlier than FY30. Requests for earlier execution will be returned.
  5. Units activated or reorganized under Force Design decisions cannot submit TOECRs until the directed action from MCBUL 5400 is reported complete.
  6. Commands with civilian billets should review their T/Os for data hygiene: temp/term billets, contractor requirements, funded vs. unfunded billets, and DoW function and criteria codes.

  • Total Force Structure Process order (MCO 5311.1E)Reference

This is the governing Marine Corps Order for how force structure is managed, including T/O&E publications and TOECR submission rules. The MARADMIN directs units to follow it for TOECR submissions, mission statement requirements, and equipment changes.

  • This was the prior T/O&E and ASR publication covering FY26 through FY46. This MARADMIN cancels it, so reservists should treat the new FY27-FY47 publication as the authoritative document.

  • Department of War Program Decision Memorandum IIIReference

This DoW-level decision memo drove the Force Structure Review Group process that resulted in changes now reflected in the updated T/O&Es and ASR. It is the higher-level authority behind the manpower structure changes in this cycle.

  • ETMS2 Task for Fall 2026 DOTMLPF-C WG Call for Initiatives (DON-260611-X85L)Reference

This Enterprise Task Management Software Solution task is the formal call for units to submit force structure initiatives for the Fall 2026 cycle. Reservists or staffs with initiative submissions would need to reference it.

  • Department of War Data Hygiene MemorandumReference

This DoW memo directs commands to review and clean up their Tables of Organization data, including temp/term billets, contractor requirements, and funded vs. unfunded billets. It is the authority behind the civilian manpower TOECR data hygiene requirements in this MARADMIN.

  • This SharePoint page lists the major force structure changes and the decision memorandums behind them that are incorporated in this ASR. Reservists whose units were affected by the 2026 FSRG can review the specific decisions here.

  • This is the main TFSD SharePoint site where tools and resources for reviewing total force structure and manning data are hosted. It is the central hub for everything related to T/O&E and ASR analysis.

  • This page hosts Authorized Strength Report resources and data. Reservists and unit staffs can go here to access the current ASR publication relevant to manning and billet planning.

  • This page provides interactive PowerBI dashboards for analyzing manpower structure data. Reserve units can use these tools to review and validate their force structure and manning figures.

  • This document appears to be a Microsoft Teams login page for a DOTMLPF-C Working Group channel, which would contain collaborative discussions and files related to Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy working group efforts. A reservist would only find it useful if they already have an authorized account and are an active participant in that working group.
