The Marine Corps has published its updated T/O&E and Authorized Strength Report (ASR) for FY26 through FY46. The Total Force Structure Management System (TFSMS) was updated on 28 January 2026 and reflects all approved force structure changes since the last publication. This replaces MARADMIN 332/25. For most reservists, this is awareness-level information, but S-3s, S-1s, and anyone managing billets or readiness reporting need to know what changed.
Heads up: A moratorium on military structure T/O&E Change Requests (TOECRs) is now in effect until further notice. Civilian manpower TOECRs are still being accepted.
Who it affects
This applies to the entire Marine Corps Total Force. Practically speaking, the Marines most directly affected are:
- Unit S-3s and S-1s validating billets and readiness data in DRRS
- Commands managing or requesting billet changes
- Units assigned to III MEF and associated Pacific commands (see manning category change below)
What you need to do
For most reservists, this is awareness only. If you work force structure or readiness reporting, here is what to act on:
- Pull your unit's current T/O&E from TFSMS and confirm it reflects the 28 January 2026 update.
- Validate your unit's force structure requirements in DRRS against the published FY26 T/O&E.
- If your unit had a military structure TOECR in progress or planned, hold it. The moratorium suspends all military structure change requests until further notice. Civilian manpower TOECRs can still proceed.
- Do not submit individual billet change requests to the ASR. Per this MARADMIN, those will not be considered.

- TOECR moratorium: In effect now, no end date announced. Watch for separate correspondence from DC, CD&I on the 2026 Force Structure Review Group (FSRG).
- This MARADMIN expires: Upon publication of the July 2026 T/O&E and ASR

New FIC category: The III MEF manning priority category has been replaced by a new "First Island Chain" (FIC) category. It includes III MEF and its subordinates, plus MARFORPAC, MARFOR Japan, MCAS Iwakuni, MCAS Futenma, MCB Camp Butler and subordinate units, CATC Camp Fuji, and Camp Mujuk. This reflects the directed growth toward the Indo-Pacific.
Average Strength vs. Target Strength: Manning percentages you see in TFSMS are based on Average Strength (averaged over 12 months). They will look lower than Target Strength numbers. That is by design, not an error.
