FY27 Officer Interservice Transfer Program Is Open

MARADMIN 530/26·October 28, 2026·3 min read·Official source

The Marine Corps has published its FY27 guidance for the Officer Interservice Transfer (IST) Program. This is the path for officers in other branches who want to come into the active component of the Marine Corps. It is now a standalone program, no longer bundled with the Officer Retention Board. If you are in another service and have been considering a move to the Corps, this is the cycle to watch.

Bottom line: Officers from any branch (O-1 to O-5, active or reserve) can apply to transfer into the active Marine Corps, but the process takes at least 180 days and requires a complete package routed through your first O-6 in your chain of command.

Who it affects

Active and reserve officers in other services, grades O-1 through O-5, who want to transfer into the active Marine Corps. This MARADMIN does not apply to Marines wanting to leave the Corps for another branch (that is covered by MCO 1900.16).

You are not eligible if you:

  • Have been deferred from promotion or passed over in your current grade
  • Have received mandatory retirement notification for any reason
  • Cannot get a conditional release (DD Form 368) approved by your current service

What you need to do

If you want to apply, build your package and route it through your first O-6 in your chain of command, then submit it as a single PDF to MMOA-3. Label the file exactly: LAST NAME_EDIPI_IST

Send to: SMB_MANPOWER_OFFICER_PROGRAMS@USMC.MIL

Your package must include all of the following:

  1. Performance evaluations from your current service
  2. Approved DD Form 368 (Conditional Release)
  3. DD Forms 2807-1 and 2808 completed by a medical provider
  4. Statement of Service verified by your admin section
  5. All DD-214s, if you previously separated from a service
  6. Certified NAVMC 11622 with a current PFT and CFT (WHtR worksheet at https://www.fitness.marines.mil/BCP_Standards/)
  7. Interview Report conducted by two Marine Corps officers (contact a nearby Officer Selection Office to set this up)
  8. One to three letters of recommendation covering leadership, technical skills, and overall performance
  9. Signed statement from your Special Security Officer (SSO) confirming current clearance level, adjudication date, and TS/SCI eligibility
  10. Resume of flying experience, if applicable
  11. Any additional information supporting your requested MOS

An application template is available on the MMOA-3 website at https://www.manpower.marines.mil/Divisions/Manpower-Management/Officer-Assignments/Plans-and-Programs-MMOA-3/#tab/retention-and-release

What happens after you apply:

  • MMOA-3 will send a receipt confirmation
  • Your package goes to DC M&RA for review
  • If approved, it moves to the Secretary of the Army or the Senate (as appropriate) through the scrolling process
  • Expect the full process to take 180 days or more
  • Approvals and denials are both communicated by MMOA-3 via separate correspondence

What to expect if selected:

  • You are career designated with an indefinite end of active service date
  • You serve a minimum of 48 months on active duty from the date you join the Marine Corps
  • You are appointed in the same grade you held in your previous service, with a new date of rank set to the day you join

Company grade officers (O-1 to O-3) attend the full six-month Basic Officer Course (BOC) at TBS and compete for an MOS there. Field grade officers (O-4 to O-5) complete an abridged BOC, and MMOA-3 coordinates with TECOM to determine their specific training requirements. Field grade officers are assigned an MOS before attending TBS.

Questions about date of rank or Lineal Control Number (LCN) can go to MMPB-10 at officerpromotions@usmc.mil or (703) 784-9705/06.
