Equipment T/O&E change requests frozen through April 2027

MARADMIN 489/26·October 13, 2026·1 min read·Official source

The Marine Corps put a hard stop on all equipment Table of Organization and Equipment change requests (TOECRs) starting October 5, 2026. The freeze runs through April 30, 2027. It's tied to an enterprise-wide Approved Acquisition Objective (AAO) Review following the 2026 Force Structure Review Group (FSRG). Until that review is complete, no new equipment authorization changes will be processed.

Heads up: Any TOECR submitted after October 5, 2026 will not be processed. Pending requests will be canceled and folded into the AAO Review instead.

Who it affects

This applies to the total force, but in practical terms it hits units, staff sections, and individuals who were planning to submit or are currently tracking an equipment TOECR. If your unit isn't actively working an equipment authorization change, this likely doesn't change your day-to-day.

What you need to do

If your unit has a pending TOECR, know that it will not move forward on its own. It will be canceled and rolled into the AAO Review for evaluation. You don't need to resubmit. If you were planning to submit a new TOECR, hold it until after April 30, 2027, or contact the POCs below to understand your options.

Nothing else is required for most reservists. Just know the freeze exists.

Key dates

  • 5 October 2026: Moratorium begins. No new equipment TOECRs accepted.
