OCONUS tour extension incentives: what Marines need to know

The Marine Corps has updated and consolidated its guidance on the Overseas Tour Extension Incentive Program (OTEIP) in MARADMIN 450/26. Starting 1 November 2026, nearly every OCONUS location qualifies. Marines who volunteer to extend overseas for at least 12 months in a single agreement can pick one of three incentives. Two older MARADMINs on this topic are cancelled; this message is now the governing guidance.

Heads up: You must execute your incentive during the extension period itself. Miss that window and your options shrink to a financial payment request only, and only within three years of completing the extension.

Who it affects

Active component Marines assigned to eligible OCONUS locations, any MOS or paygrade, who have completed their initial tour and are considering a voluntary extension of 12 months or more. This MARADMIN is active component in nature. Reserve Marines (SMCR, IMA, IRR) serving on extended active duty orders OCONUS may fall under this, but confirm eligibility through your IPAC and S-1.

What you need to do

First, understand the three incentives. You pick one when you are ready to use it, not at the time you apply for the extension.

Enlisted Marines: Request your extension through your career counselor. The request routes to CMC (MMEA) via TFRS.

Officers: Submit a written request via AA Form to your primary MOS monitor. It needs an endorsement from your first O-5 commander. LtCols and Colonels also need an O-6 commander endorsement. If approved, MMOA sends an AMHS message confirming OTEIP eligibility, extension length, and your new Rotational Tour Date (RTD).

All Marines: Once your extension is approved, take the RELM or AMHS message to your IPAC so they can update your RTD in the unit diary.

If you choose the travel option (Option B):

  1. Submit your request to CMC (MMIB-3) at smb_manpower_mmib_3@usmc.mil at least 30 days before your desired travel date.
  2. Include: AA Form, O-5 or higher endorsement, approved extension approval message (RELM or AMHS), and a Commercial Travel Office (CTO) or Distribution Management Office (DMO) cost estimate for the flight to your CONUS port of entry (and to any alternate location if applicable).
  3. Book all travel through a CTO or DMO if one is available.

A few rules worth knowing:

  • The extension must be a single agreement of 12 months or more. Multiple short extensions that add up to 12 months do not qualify.
  • Extensions are added to the end of your current RTD.
  • OTEIP is for you, not your dependents.
  • OTEIP and IPCOT are separate programs. You cannot swap incentives between them.
  • SR&R leave must be taken all at once. If you take fewer days than you are entitled to, you forfeit the rest.
  • You cannot use OTEIP travel or leave in conjunction with PCS or separation/retirement orders.
  • If you become ineligible during the extension period because of something you did, you lose any incentive not yet taken. If the Marine Corps pulls you out, you keep a prorated financial payment through departure but lose any remaining leave/travel.

Key dates

  • 1 November 2026: Expanded eligible location list takes effect. Almost all OCONUS locations qualify, except Hawaii and all countries in the Marine Corps Forces Europe (MARFOREUR) area of responsibility.
  • OTEIPs approved before 1 November 2026 remain eligible for the incentives available at the time of that approval.
  • Travel requests: Submit to MMIB-3 at least 30 days before your intended travel date.
  • Missed incentive window: If you did not execute during your extension period, you have up to three years after completion to request the financial incentive only. This does not apply retroactively to extensions completed before this MARADMIN was published.
