MEO program reforms are now in effect — here's what changed

The Marine Corps just overhauled how the Military Equal Opportunity (MEO) complaint process works. MARADMIN 380/26 is effective immediately and bridges the gap until MCO 5354.1 is revised. The changes touch confidential reporting, anonymous reports, dismissal timelines, and what happens to promotions held up by a complaint.

★ Affects all reservists: Several of these changes, including a 120-day filing window for Reserve members and a new confidential reporting option, apply to you directly.

Who it affects

All Marines and Sailors. Reserve members specifically need to know about the extended filing deadline and that confidential reporting is now an option.

What you need to do

If you're a Marine with no current MEO involvement, this is awareness only. Know the new options exist.

If you're a leader or EOA (Equal Opportunity Advisor), review the dismissal timelines and ADR requirements now. They are in effect.

Key things everyone should understand:

  • Confidential reporting is now an option. You can report prohibited discrimination or harassment to your EOA, get support, and share your information without automatically triggering a formal or informal complaint. Your command won't be notified unless there's a specific and imminent threat to life, evidence of a future crime, or a legal requirement to disclose.
  • You can convert a confidential report to a formal complaint later if you choose to.
  • Anonymous reports will not be processed as formal MEO complaints, though commanders can still act on the information. Sexual harassment, hazing, and bullying anonymous complaints continue to follow existing routing per ALNAV 048/26.
  • Conflict resolution (ADR) must be offered for informal complaints where feasible. Participation is voluntary for both parties.
  • Filing windows: Formal complaints must be filed within 60 calendar days of the most recent incident. For Reserve members, that window is 120 calendar days.
  • False reports are a UCMJ issue. Knowingly making a false official statement in a MEO complaint can constitute a violation of Article 107.

Key dates

  • Effective immediately: Confidential reporting option, new harassment definitions, dismissal procedures, and ADR requirements.
  • 60-day window: Active component filing deadline for formal MEO complaints.
  • 120-day window: Reserve member filing deadline for formal MEO complaints.
  • 5 calendar days: EOAs must forward formal complaints to the appropriate commander.
  • 30 calendar days: Commanders must determine whether to dismiss a complaint.
  • 7 calendar days: Commanders must notify complainants in writing of a dismissal.
  • 5 calendar days: Complainants may appeal a dismissal to the next higher commander with General Court Martial Convening Authority.
  • 7 calendar days: Favorable personnel actions held up by a dismissed or unsubstantiated complaint must be resumed or completed.
