CBRND Readiness Reporting Standards Updated, MARADMIN 141/25 Cancelled

HQMC PP&O has issued updated interim guidance on CBRND readiness reporting, cancelling MARADMIN 141/25 in the process. The changes clarify how units assess and report their CBRND training levels, mission essential task performance under CBRN conditions, and equipment supply levels. Until the underlying orders are revised, this MARADMIN is the authoritative word on anything CBRND readiness-related.

Heads up: This MARADMIN supersedes MARADMIN 141/25 and takes precedence over conflicting guidance in existing orders until those orders are updated.

Who it affects

Commanders and readiness officers at all levels who are responsible for CBRND readiness reporting in DRRS-S (Defense Readiness Reporting System - Strategic). That includes SMCR and IMA units with CBRND equipment on their property records or with METs that involve CBRN conditions. If your unit does readiness reporting, this touches you.

What you need to do

This is primarily a commander and readiness officer action item, not an individual Marine action. Here is what the guidance requires:

  1. Assess and report your unit's CBRND Training Level (T-level) using MCTIMS data only. The MCTIMS-generated training status percentage is the sole authoritative number for Factor-1. Report that figure directly into DRRS-S.
  2. Identify which of your unit's METs must be evaluated under CBRN conditions (Factor-2) and report those in DRRS-S.
  3. Assess your unit's CBRND equipment Supply Level (S-level) based only on equipment your unit physically possesses and has on property records (Factor-3). If your equipment is in consolidated storage and your unit does not directly possess it, report S-6 with reason code SNM and the pre-populated comment.
  4. Fill in the CBRND overall comments box with the rationale for your reported level, covering all three factors.
  5. If your overall CBRND level is below Level 1, forecast an improvement date and describe the corrective actions, or explain why a date cannot be determined.

For T-level thresholds:

T-4Less than 80% of the unit is MCTIMS-proficient in CBRND T&R events

Note: Commanders cannot self-report T-1. It requires a formal external evaluation.

If you find conflicts between this MARADMIN and existing orders (MCO 3400.3H in particular), collect them and submit to the HQMC POCs listed below. Do not try to reconcile them on your own.
