New MOS 8899 created for career technical PhD officers

The Marine Corps created MOS 8899, Career Doctor of Philosophy, Technical, effective 1 October 2026. It's a lateral move (LatMov) destination for active-duty officers who already hold FMOS 8890 (Doctor of Philosophy, Technical) and have completed at least three years of their six-year utilization tour. The MOS was added out-of-cycle to the FY27 MOS Manual.

Heads up: MARADMIN 288/26 explicitly states this does not apply to the Reserve Component.

Who it affects

Nobody in the RC. The MARADMIN closes with a direct statement: "This message is not applicable to the Reserve Component."

If you happen to be an active-duty LtCol or Col holding FMOS 8890 who is tracking this through reserve channels, the short version is below, but you should be working through your active-duty chain and MMOA-3.

What you need to do

Nothing. This bulletin is not for SMCR, IMA, or IRR Marines. No action required.

Key dates

  • 1 Oct 2026: MOS 8899 becomes effective.
  • Phase I window: Opens upon release of this MARADMIN (24 June 2026) and stays open for 60 days. Active-duty 8890 officers only.
  • Phase II: At least one year after Phase I closes. Announced separately.
