FY27 CPIB Is Open: What Majors and Captain-Selects Need to Know

The Marine Corps just announced the FY27 Commandant's Professional Intermediate-Level Education Board (CPIB), convening 4 August 2026 as part of the Commandant's Education Board (CEB). This board selects majors and eligible captains for resident PME schools, graduate education programs, and fellowships. If you're a major, major-select, or a captain in-zone for major, this is the premier education opportunity available to you right now.

Do this: Get your OMPF photo current (taken within 365 days of 4 August 2026) and uploaded no later than 10 business days before the board convenes. Everything else in your package is secondary to a compliant record.

Who it affects

  • Majors and majors (select) whose tour control factor (TCF) completes by 30 September 2027. Officers with a TCF complete by 31 December 2027 may be considered with PMOS monitor approval.
  • Captains in-zone on the CY26/FY28 Major Promotion Selection Board who have completed their minimum time-on-station requirement.
  • Captains in-zone who haven't completed time-on-station can still apply via an Exception to Policy (ETP).

Not eligible:

  • Officers in or departing PMOS training
  • Captains above-zone for major
  • Officers already slated by a previous CPIB or still in an obligated utilization tour that won't finish by 30 September 2027
  • Officers who completed Command and Staff Blended Seminar Program (CSCBSP) or an Intermediate Level School (ILS equivalent: SAW, SAMS, MAWS, SAASS) are ineligible for resident PME but can still apply for graduate education programs
  • Officers with an approved lateral move in CY26
  • Officers with an approved separation or retirement date
  • Restricted officers

What you need to do

  1. Confirm your eligibility with your PMOS monitor. Tour length and TCF questions go directly to them.
  2. Update your OMPF photo. It must be taken within 365 days of 4 August 2026 and uploaded at least 10 business days before the board convenes (roughly by 21 July 2026).
  3. Check the Height/Weight note: the board is transitioning to Waist-to-Height Ratio (WHtR), but no digital pull method exists yet. You won't be penalized solely for a missing WHtR measurement, but prior height/weight data and fitness reports with WHtR comments are still visible to the board.
  4. Complete the CEB questionnaire before it closes 20 July. Program-specific letters (RAO, 8802, 8878, SDSU) must be submitted through the questionnaire as well.
  5. Submit all applications, board correspondence, ETP requests, and Remove by Request (RBR) submissions by 20 July.

Program-specific notes:

  • NPS: Multiple curricula available. MOS restrictions apply (4402s ineligible; 8844 limited to 3404; 8870 limited to 0370; 1706s considered only for 8866). See https://nps.edu/web/usmc/students/prospective for curricula details.
  • AFIT: Curricula 8820 and 8831. 8820 restricted to 75XX PMOS. See AFIT website for program details.
  • Civilian Institutions (8802/8878): Write a letter to the board via the questionnaire stating your background, focus area, and three prospective universities. Funded up to $19,500/year for up to two years. Costs above that are on you.
  • SDSU (4505): 4502s only. Minimum undergrad GPA of 2.9 required. Applications to SDSU happen after board selection.
  • TJAGLCS: 4402 PMOS captains and majors only. LLM program at University of Virginia.
  • Advanced Civilian Schools Program (ACSP): Up to 12 months, self-funded (tuition, fees, books on you). No utilization tour required. Current GRE scores required unless waived.
  • Regional Affairs Officer (RAO): Must be a major or major-select with 9 to 15 years commissioned service by June 2027. Submit a statement of interest via the questionnaire as a file titled edipi_RAO_lastname.
  • Foreign PME (FPME): No longer grants JPME I credit.
  • Fellowships: Available through DARPA, NGA, FedEx, Morgan Stanley, Dominion Energy, Apple, Notre Dame, Penn State, Asia Pacific Center, University of Southern Mississippi (0202s only), and several legal fellowships (4402s only). Subject to change.
