The Marine Corps just opened applications for its FY27 Doctor of Philosophy Program (PHDP). Two fully-funded tracks are available: the PHDP-S (Strategist) for officers pursuing degrees in political science, history, international relations, economics, and related fields, and the PHDP-T (Technical) for officers pursuing doctoral work at the Naval Postgraduate School (NPS) in technical disciplines. Both tracks cover three years of education and carry a six-year active duty service obligation afterward.
Bottom line: Applications are due by 2359 on 23 April 2026. Don't wait on the questionnaire.
Who it affects
This is an active-duty officer program. It is not open to reservists in a reserve status. Specifically:
PHDP-S: Unrestricted active duty majors (select), majors, and lieutenant colonels with fewer than 19 years of commissioned service as of 31 July 2028.
PHDP-T: Unrestricted active duty career-designated captains, majors, and lieutenant colonels with fewer than 19 years of commissioned service as of 31 July 2028.
Both tracks require:
- At least two years time-on-station by the estimated program start (July 2027)
- A Secret clearance, with eligibility for TS/SCI
- An accredited master's degree with a GPA of 3.5 or higher in a relevant field
- A GRE taken no earlier than 1 January 2022
Competitive GRE minimums differ slightly by track:

Not eligible: Officers above zone for promotion, officers with an approved separation or retirement date, restricted officers, and officers currently in a non-GEP utilization tour that extends past 30 September 2027.

Do not apply to NPS or any other institution before you are notified of acceptance into the program.
